Immanuel Baptist Church began in 1973 through the efforts of several area families who saw the need for an independent Baptist work with a strong Bible emphasis. This group soon came under the auspices of the Delmarva Fellowship of Baptist Churches, a fellowship of independent Baptist churches, most of whom were of the General Association of Regular Baptist Churches. In a short time, these families were able to rent a suitable building on Route 218 in Stafford County, and called Brother Tom Fuller as their pastor. Pastor Fuller toiled diligently in the work as a missionary pastor, while maintaining a full time position at Sears to support his family.

The church continued to grow and on June 2, 1974, a Recognition Council of pastors and messengers of the churches of the Delmarva Fellowship was called to examine the Constitution and Articles of Faith. At the end of that day, after all issues were examined, the Council recommend that this church should be recognized as a duly constituted Baptist Church, and Immanuel Baptist Church was born.

In 1978, Pastor Fuller began to have some severe health problems and found it necessary to resign the pastorate, leaving the pulpit open for several months. A Pulpit Committee was formed to find candidates for the position. The church already had a relationship with the Empire State Baptist Seminary in Liverpool, N. Y., and so naturally contacted the Dean, Rev. Clayton Howard Gray for his recommendations. Brother Gray told the committee that one of the June graduates was from Woodbridge, Virginia, and may like to consider coming back to the state to begin his ministry.

The committee invited Ron Riley to come and candidate for the position of pastor. This was done over a weekend, after which a unanimous call was offered. Pastor Riley, his wife Becky, and their two daughters, Sharon, and Joanne arrived in Fredericksburg on September 1, 1978 to assume the duties of the ministry. That began what would become a twenty nine year long pastorate all by God's grace.

In 1984, the church grew to the position of being able to consider purchasing property and constructing a building of its own. In a years time, by God's providence, a beautiful five acre tract on Leavells Road was made available by the Silver Company, and negotiations were completed for its purchase. Shortly thereafter, a loan was secured, and A fine Christian builder, Brother Frank Jett, was contracted to construct a brick building on the site. A Groundbreaking Service was held with each family head holding a new shovel. Pastor Ralph Hubble from Burean Baptist Church in Richmond, Va. brought a challenge from the Word. All in all, a day to remember in that it reflected God's marvelous provision.

The beautiful building was completed on time for a fall dedication, and on November 21, 1985, Immanuel Baptist Church had a new home. A dedication service on that afternoon was to a full house with much excitement and gratitude to the God who made it all possible. In the time since that day, the facility has proven to be a wonderful provision in a high growth area of Spotsylvania County, Va.
